How do I slow this down?

I suggest using Script-Fu>anitools and change Frame delay to 100ms as the standard frame delay for apng images is 10ms you should find the script in GimpScripts animation-tools.scm

Yes just change the time delay to 300 ms per frame this makes the frame stay open 3/10ths of a second i believe.
The higher this setting the longer the frame stays open hence the slower the animation.
You can do this in the save as animation dialog for GIF's, not sure about PNG animations.Saulgoode has a nice animation settings script for this also.

Rod's sugestion of animation settings will also allow you to set mode i.e combine or replace, this is important if your layers have transparencies.

Slide you go to animations and to down to settings and semi flatten, or settings.

Slide,
Just add this fp_anim-settings-semiflatten.scm to your
C:\Users\Your name\.gimp-2.0\scripts, then you will find them under animation.

then: Filters > Script-Fu > refresh scripts if your gimp is already open
