GIMP Version: 2.8.2
Operating System: Windows
OS Version: Windows 7 64-bit
GIMP Experience: Intermediate Level

I don't know if this had already been addressed elsewhere, but I am experiencing significant brush lag in Gimp 2.8.2 64-bit (Partha's build). The only time the cursor moves in line with my Intuos5 pen is if I move slow. Otherwise, it lags behind my input. Does anyone know why this is or of a solution to fix it?

What brush size are we talking about here?
The problem is due to GIMP brush engine imperfections. In my GIMP noticeable lagging occurs only when the brush size is >500 pixels or >1000 pixels with brush outline disabled in User Preferences settings.
MyPaint and Krita also have same kind of problem with huge size brushes despite having overall better brush engines and using GPU rendering.
Try to use smaller brush size or disable brush outline feature (the latter is not very convenient, though)

How would you know the pixel size? The size number that shows up is 35.00.

That's the size in pixels. You can create a brush in gimp from 1x1 px to 10k x 10k px.
It should not be lagging with brush size set to just 35 px.
Unplug you input device and see if the real-time displaying in GIMP is still lagging while you paint.
Most likely it's your tablet or Tablet-GIMP interaction problem.

Edit. Keep in mind that GIMP right now is not very suitable for using pen tablet inputs. The problems with pressure sensitivity and such with remain till GIMP
switches to GTK+3 version (GIMP 3.0 onward)

So, after all, it's a program.

I see. Well, with that in mind, do you know of any other free programs that do have reliable tablet functionality?

Krita. MyPaint. Windows version of Krita is somewhat unstable, though. But graphic tablets work much better in these programs.

Edit. You can also downgrade to GIMP 2.6. Although it uses the same GTK +2 but GIMP 2.6 API is different from that of 2.8 and does not have this issue with graphic tablets.
P.S. You don't have to downgrade to 2.6. You can actually install it alongside GIMP 2.8 and have two version of GIMP on the same PC.

I don't know, which version of libcairo your gimp-version has. Cairo 1.12.x is broken with windows.
With 1.12.x, I realize an incredible lag with a tablet, but not with a mouse, so I use the Cairo 1.10.2 version, which has
not this lag. Try libcairo 1.10.2. In my unofficial gimp compilation, the libcairo 1.10.2 is included, but is faked as version 1.12.2.

Why not just install a linux distro on a second partition and run GIMP 2.8 in that. Ubuntu, Mint and all the derivatives make creating a dual-boot system very easy.

for the second question: Go to sourceforge: http://sourceforge.net/projects/gimp-packagers/
and load the latest Onkel Hatti 2.8.5 build. It is from 6th, april 2013, very fresh...
Unzip it. In the gimp-2.8.5\bin directory you will find a libcairo-2.dll.
This is a working 1.10.2 (the latest working version) faked to 1.12.2.
Maybe you can try my "specialities" by invoking "gimp-run-2.8.exe" in the gimp-2.8.5 directory.
This will not affect your gimp-2.8.xx installation.
