Release of Style Z.
It creates the drawing making use of G'mic Osgood plug-in and a bit of Gimp Plasma.
It could be a bit slow.

You may play with the mask to smooth the effects at your taste.
Otherwise you may limit the source images to landscapes etc, not people

Do advanced search in Gimp using the parameters as below:
