Text layer issue

GIMP Version: 2.8.4
Operating System: Windows
GIMP Experience: Beginner Level

Working on a project with multiple text layers.

Had about four separate text layers, (all layered to image size) but when I tried to make another I received a "warning" that I was about to edit a text layer.

I chose to create a new layer but still was unable to make it and the same dialogue appeared. I moved my layers around, still could not make a new text layer.

All I could do was flatten what I had finished so far and then i was able to make a new text layer.

I want to have around 10 separate text layers with this project.

What am doing wrong?

If one of the text layers is active, using the text tool again is naturally interpreted by gimp as an attempt to edit it.
Make your background layer active by clicking on it in the layers panel or create a new top layer (transparent).

Using the Text tool, select anywhere outside the canvas area, type text, position text.
If you check, Use Editor first you'll have a better visualization.

In your case I think it's easier to start with check Use Editor and selecting anywhere outside the canvas area.
