I could solve this problem, I have just uninstalled and installed again, and all brushes became normal.
maybe it was just a problem of program when it was installed first.

This is very possible. You could have had an interrupted download that corrupted the files. Also many times just restarting GIMP can take care of many errors.

The first post of this topic assumes this user has Windows not Mac. As far as i know there are no paintbrush outline issues with the Windows builds.

Oh ya, forgot that bit of info :) Was windows, not mac. I get confused with all these different websites and who's making what for what platform.

I'm glad you have your problem solved.

I also doubt that re-installing the same program from the same source fixes this kind of issue.
What you might have experienced in the first place was not a bug or gimp malfunction but the wrong image mode.

Next time you run into the same problem, check the Image>Mode.
Indexed mode does not support semi-transparency, this is where your brushes might have lost their transparency.
When you draw make sure it's in rgb mode.

How re-installing the program made this go away? Simple.
Your gimp could have been configured to remember the last session settings, and if you worked with Indexed image
last, next time you open GIMP it's still in Indexed mode.
When you reinstall, gimp re-writes configuration files with default settings, which is rgb for image mode.

I get what you mean about Indexed Mode not seeing transparency but...

RC preference files are usually not re written when GIMP is re installed. UNLESS the entire GIMP home directory was also removed. Then of course GIMP would re build the USERNAME/.gimp-2.8/ folder and sub directories with default rc files again. That would cause GIMP to revert to default mode. ie all USER preferences would be erased.

It's semi-transparency, Rod.
Indexed color profile is either 1 or 0, full opacity or full transparency, but nothing in between.

Regarding uninstalling gimp, depends on how you do it. If you're using advanced uninstallers (instead of lame Windows uninstaller)
they will also clean up (optionally) User directory, Registry entries - if any, AppData files - if any, etc.

GIMP is a relatively simple program in terms of application program interface.
I can't understand how you get rid of a problem by simply re-installing gimp, unless you messed up big time
some files in Program directory.

Many time is not even needed reistall but simply move away the gimp user folder
Supposing all extra placed correctly in the userfolder , move the folder away and reload revert to a freshly installed gimp and sure many times this fix

Then a frequent reason of problems derive by corrupted installers and archives, no corrupted at the source but damaged during download

And also in this case download and reinstall again the program may fix

Exactly, PC! Unless you've made some changes to the program in Program directory, re-install isn't required, and it hardly fixes any problem because you're re-installing the same stuff.

In this particular case it's either A. something you've done in your User profile folder, or B. overlooked Image Mode.
Since A seems improbable, following Occam's razor principle, it's more likely B.

Does this happen on all images, or just on the image you work on? In other words, if you do "File/New" do the brushes work correctly on that?

Posting your XCF image here (or any smaller image that exhibits same the problem for you) may also let us figure it out more directly.

thx for the reply!

I think this happens on all images i work on, I open new project , and also I open the project I save on gimp 2.6, and brushes always do not work at gimp 2.8

I attached the pic what is happening at my gimp

I kinda really need to finish my work on gimp, so now I have installed gimp 2.6 old version and bushes are working fine! So I guess this is the bug of gimp 2.8 ...
