It's a .py that I haven't uploaded yet.
It just randomly fuzzy selects, then grabs the average color and pixel count to calculate circles...then after it's done (It's slow depending how many circles you want to do, this one I did with 3000) then it sorts so that it draws larger circles first.

I think it helps if you blur the image a little before running plug-in so that fuzzy select can select more continuous areas.

Love the results, another brilliant plugin from you! :tyspin
My computer isn't the latest and greatest so I tried first with 1000 circles.
Was probably too low because some areas were not covered, like top of the fence.

I am thinking instead of blurred background, do a simplify on it so you have some shapes that are based on the image and then circles on top I wonder how cool that would look...

About to try that now with an image where circles do not fully cover image (or if you have less circles).

Great idea.
Simplify and circles. Definitely needs more balls but it's cool looking. I'll edit with 2000 circles.

looks like you simplified then circles. i mean too separate process so that circles gets lots different colors on top of what is simplified shapes.

@Tim I like the woods image. But I would wear helmet if it was raining balls. What happens if you increase lightness or intensity?

Simplify 18 colors, width 200. Before running circles paint on another copy of the original, I used G'mic bilateral smoothing with custom settings.
Some of the simplify color layers are hidden and circles layer has difference blending mode, it isn't on top either.
I took it few layers down in the stack.
Beginning to like this more and more, but it's sleep time zzzzz.
