I think that Dave Hill effect, as Dragan effect, the way that pic is made constitutes 90% of the same.

If we want to get a Pin Up effect, more in order to an illustration style, in step 1 we should set to 50 the value in Paint Effect. We would continue throughout the process, in point 4 we'd apply, to layer derived from Photocomix Smoothing, the Advanced Tone Mapping filter, to it and set the value 2 to Copies of merged layers:
