Okay, I'm attempting to create a photo collage for a blog. How do I make an image lay under other images(so they are on the top)?

Place each image on a separate layer and you can stack them anyway you choose.

Just a quick tip: If you find you are making those photo collages a lot, you might try using GIMP to edit each photo, and then Inkscape for the assembly of your collage. Name each picture in your group "pic1.jpg, pic2.jpg, pic3.jpg... etc." This way you can use the "link" option (instead of "embed"), add things like photo borders, and shadows, and then save the inkscape file as a template. Then when your new pictures come in for the next blog collage, you can edit them in GIMP, and save over pic1.jpg, pic2.jpg, etc. Then simply re-open your Inkscape template. You'll see inkscape has automatically updated your template with the new images. Just export to whatever size you need!

I've downloaded some new fonts on my computer but cannot find them in the fonts list in gimp? Any suggestions?

If you install all your fonts into the windows/fonts folder you only need to refresh your fonts dialog. No need to restart GIMP.

Do you want 1 image to be your base? Then make it your background picture and add others, smaller of course as layers. That way you can leave as much or little of it show through.
I would scale/edit photos while adding them. What you do to one layer does not affect the others - that is the good thing about gimp.
