You mean for creating the grid/pattern?
I didn't think it was relevant. Conbagui's Q was about the effect, no?
I mean, it's no-brainer to create a dotted pattern like that. Is it?

2 separate layers, one was some kind of inverted "map to sphere" and another you wither warped or mapped to another shape...??

That is really amazing !
And no no idea how to recreate with gimp something alike even if the shape is simple
i suppose i would try to cheat using some 3d program and a optical pattern as "texture" to warp ... :roll:

My attempt with Blender 3D. I have no idea how to map the image so that it looks like the image posted by K1TesseraEna. But I think something is moving:

PS: It's hard for the eyes to work with this kind of images. Right now I have a terrible dizziness and some headaches :hehe
