Combination of several G'MIC presets (bilateral and anisotrophic or starters) and more then a few gradient tricks (too lazy to elaborate) not to mention cloning and healing brush work and more then a few (dare I say it) manual smudges and voila. lol

ok. PLEASE! I we use GIMP in one of my high school classes. Maybe someone has already done a tutorial like this and would like to share.

I work a 12 hour shift in a few hours; maybe when I'm off after my 40 hour weekend next week I'll share hints. For starters though, one of the biggest hints is G'MIC's bilateral filter; result by itself can give you cool watercolor effects.

if you download GIMP 2.8 from parthas website then you will have G'Mic built in I believe.

@Fullback66 I assume that filter is GMIC version dependant. What version are you running?
I note Lyle has v1.5.8.0 beta, that Bilateral filter is not in my GMIC v1.5.6.1 either.
Perhaps Lyle or someone else will answer soon.

It's under Repair>Smooth (bilateral). I created a custom preset and named it Bilateral.

You already have the image reference (I cropped it for the tut). It's a simple tut and I did a few more nuiance steps in my final result, but hopefully this will get you to a point where you can get happy results with your image. See the screen captures since the layer properties are the steps.

Dup then ran bilateral smoothing on top layer; set the result to Grain Extract:

Fake smudge step; shared this preset here before. Did tweak the sliders some. Still, it's the Anisotrophic smoothing preset under Repair:
