Roscoe, played by Mr. Best, was one of the characters in a television show. He was the sheriff who was always trying, and failing, to catch the Duke boys in the show Dukes of Hazard.

James Best played Sheriff Rosco P. Coltrane on the Dukes of Hazzard; one of my favorite comedy dramas back in the day Grachan.

Yes that show was quite funny, they had a great cast. Daisy Duke (Catherine Bach) now plays on Young and the Restless as the mother of one of the main characters, still looks the same but with about 50 added pounds. lol
