That's because GTKpref.exe is the actual changer for the themes files.
Did you un-install gtk-runtimes then download and install gtk runtimes and gtk themes?
You may have to do that again.

I think I found the problem, it is installing here.

It isn't installing anything there, it is just overwriting the gtkrc file which contains instructions for Gimp to find the theme you want.
If it isn't working my advice is to just use the Themes version 1.0 which is an actual setup with a theme selector launcher which looks very similar to GTK Themes interface.

Yesterday I recompiled babl,gegl, and gimp (in Gentoo Linux).
I can run 2.6.11 and 2.7.2 side by side.
IMHO 2.7.2 still needs a lot of work.
I had need for something like the transform tool to make a logo.
It froze gimp totally,had to kill it by using the PID number in a terminal.
I then d/led the latest from git and installed it.
It didn't freeze but cpu usage is extreme while transforming.

Willy it does but once you've learned how to handle Linux it isn't.
And you can do it daily if you want to,takes about an hour on my box.
I'll never go back to Windows,Linux is sóóó much better.

Today I reinstalled Gimp-2.7 from the git sources.
I tried cage transform again and tried to get the same as the video in this link.

On my box with an amd phenom 4 cores cpu and 8 GB memory I can't get it to do the same.
I don't have the 3 choices shown below the tool icons.
As a matter of fact I have no tool options at all.
In the preferences I set Gimp to use 4 cores but it only uses 2 at ~100% while moving.
I guess I'll have to be patient.

I don't the issues you mention. In any case, please note that I am providing Window 7 versions of the git sources compiled for both 64-bit and 32-bit. I download the sources weekly and build them.

Yes Gimp is not the problem.
I have 2 installs of Gentoo one for daily use and the other for new and experimental stuff.
The problem with the tool options doesn't show up in the experimental install.
I am now trying to find out why.
I'll post here when I have results.

Solved.
I deleted the .gimp-2.7 folder in my /home directory and then ran Gimp.
It will make a new .gimp-2.7 folder and now I have my tool options etc.
Probably some cruft in there that caused this.
But the performance of cage transform is still slow and the rectangular selection of points doesn't work well.
The load is still not evenly spread over the 4 cores.
