What effect is used?

GIMP Version: 2.8.14
Operating System: Windows
GIMP Experience: Basic Level

Hey there! I am not sure if I am posting in the correct topic forum, but I have a simple question.

I am curious to know how the skin in this photo (attached) is retouched. I am guessing dodge and burn was used, but then it also has a shiny effect. Or is it something else?

You can try using, G'MIC>Repair>Smooth (skin).

If I had to guess it might be a simple frequency separation + dodge/burn to define and enhance overall shape?

Might be a decent candidate for discussing with other photographers over on discuss.pixls.us (there's possibly more folks dedicated to this type of retouching around).

As no one has mentioned it yet, Welcome to the Forum! And PatDavid is right. There are lots of helpful people here, but that specific a question might get a better answer there. (Not that the experts here wont try, I am just not one of the experts...)
