It's because in Rome an axe was often used as a symbol of applying a "dura lex".

The filter is very suitable for "mosaicizing" Roman scenes (or "Roman" objects).
It's likely one of the best filters I ever produced (thanks again to Lyle for the inspiration).

I love this filter. Like to visit it every so often. Looks nice in B/W or colors.

Me too, from time to time I come back to this effect.
In general, I like the "mosaic" look, but this one particularly.
