I use an old theme as well but now that
Theme and
Icon Theme are separate, have you checked that the icon slider bottom of Edit -> Preferences -> Icon Theme is set to 'Small'. That one is too small for me and I have to bump it up to 'Medium'.
Other than that, one that you will already know is reducing the number of tools showing in the toolbox. For newcomers a short video

Yes, you have overlooked something.
I use Kubuntu 16.04 and the flatpak. The Gimp 2.10 profile is in ~/.config/GIMP/2.10 same as any other regular Gimp 2.10 You should have in any of the the folder paths Edit -> Preferences -> Folders the ~/.var reference but that points to ~./config
Running Gimp 2.10 first time will copy resources and some settings across from Gimp 2.8 profile. Best check that these have not screwed anything up.
Keep an eye on ~/.var/app/org.gimp.GIMP/cache/ it can fill up with thumbnails and .xbel files. Needs cleaning out now and again.

The QT version will not work. QT support is absent in the Gimp Flatpak. It is possible to get the the now discontinued GTK version working. I have this installed but it takes a bit of work and I am not sure if the files I use will also work in 'buntu 18.
