Yes, the effect changes by changing the size of the requested output size.
Likely a big size allows to get better results when applied to people.

About your trouble "I used so many different pictures to test the filters on. I was almost never satisfied.": I can fully understand you. Only a few suggestions, before switching from one image to another one:
1.the filter select the single texture inside the appropriate set randomly, which leads to this first suggestion: repeat the run, result will be different
2.repeat using a different number of (colour)-areas, result will be different
3.repeat using a different outcome image size: strokes will appear smaller when using a big output image, larger when using a small output image (if the problem are the strokes)
If none of these tries will succeed, send me the critical image and what you do not like in the outcome: the filter is a "work in progress"; for instance, I changed just last night the set for the Renoir's textures (and I'm still not fully satisfied), because I could not obtain what I was aiming to.
Hence: your critics are welcome!
