Modeled after real stamp found on the net.
With perfectly aligned holes (perforation). I saw a script that was called Stampify but it didn't seem to align care where the holes ended up so it bothered me a little. Also this plug-in will add a simple rectangular border (average color of image unless colorized).

It's "old-photo-bakumatu.scm" found from japanese Gimp site and translated.
First I tried "mholdstamp.scm" from here, which would be perfect but I couldn't get a good look.

I also fixed and attached the oldstamp.scm so it will now work in GIMP-2.10.8 :)

in installs in the scripts folder and you will find it under the menu Script-Fu>Oldstamp

Tried downloading 2028_mholdstamp.scm.
Had one error FG-IMAGE-FILL changed it to FILL-FOREGROUND

Working fine on Partha's portable 2.10.8.
The effect is amazing! I noticed it creates a small glitch on top of the image, but it's not much noticeable.
