Scale Tool in Gimp 2.10.10

GIMP Version: 2.10.10
Operating System: Windows
GIMP Experience: Beginner

Is there a way to turn off clipping while using the scale tool? I ask because let's say that the image I'm using just needs to be scaled and not automatically clipped.

Is the Clipping set to Adjust and not Clip?

Yes it is. Should the image be set to that specific setting, something else, or is there a way to disable clipping all together?

Clipping should only happen,
if it's set to clip.

If you're trying to scale the image.
Leave the setting on Adjust.

Also,
if you don't want any distortion,
check Keep Aspect
and for the best quality image after scaling select NoHalo interpolation.
For low spec computers and very large images,
an interpolation of Linear or Cubic is advisable.
