I have a question, whether with the previous filter or this one, if I change the "posterize" parameter I don't see a change in the result?

The impact of this parameter is very limited, it concerns the opacity of the two base layers:
- one posterized
- one not
If you run the filter with flatten=No then play with the opacity of those two layers, you'll see a (very little) difference. Also the value of the parameter is (currently) inverted: set 0 if you like to have the posterized layer at 100% opacity

I like both cat results. But what I like it's that VanGogh curvy look. So, when it is applied to views I prefer to see that. :paint
