Hi fjkp123! You'll find it in the top Menu "Pocholo-scripts"

I loaded this in GIMP 2.10.38 and it won't work. It just makes a white background

It worked for me in GIMP 2.10.23 version.
I was able to make this bauble.

The plugin works for Gimp-2.10.38.
It may be a bit unintuitive but just read the Pocholo instructions.

I noticed that you like to use your own background - so I added such an option in Ver.3 - Bauble type: "From active layer"
(and by the way I changed the gui a bit and added "Add stars?").
Ver.3 in menu: Filters ➤ Render ➤ Christmas Bauble...

Examples:

with the use of pattern

About fonts:
MerryChristmasFlake.ttf and MerryChristmasStar.ttf - very nice but:

This font is for PERSONAL USE ONLY and requires a license for commercial use.

Kingthings Christmas 2.2.ttf - free for you to use for any purpose you wish (added to attachment).
