As Rod said, you need to link the layers: Click on the space between the eye and the layer thumbnail, hold down the Shift key and click. A chain should appear next to each layer thumbnail, if it doesn't, while holding down the Shift key click again.
You will need to click the Black cloud layer for the Rotation tool to work. Click the Rotate tool, rotate your image. Then, Image > Fit Canvas to layers so that it will enlarge your image. Rotating it will cut off the corners otherwise.

To simplify my project, i dumped the 'visible #3' .
clipboard #4 and #5, are the offspring of #3.
I did as you suggested, but
I don't really want to rotate the whole show, just clipboard #4 and clipboard #5.
clipboard #4&5 can be rotated according to presets, 90,180, etc., and moved fine.
But how can i rotate just 4 & 5?
Or looking at it from another perspective,
suppose i have a new project of image clipboard #4 only.
How could i rotate that,
or how can i increase the size of Strange, all of a sudden
i can rotate #4 & #5 individually
where as before this moment
I couldn't.
How can this be explained?
