Welcome to Gimp Chat -
First assure there are no gimp-2.6 folders in your USERFOLDER.If there are remove/move the added resources in these folders and delete the folder ".gimp-2.6" and all its sub folders.
Second download Gimp-2.6.11 from gimp.org website. That assures a stable build.
Next install the program.Use the default setup.Select python in the customize area of the installer if you want it.
It isn't needed to run Gimp.
Gimp should place an icon on your desktop.Double click to open it.
Gimp will load and create new folders in the YourUserFolder/.gimp-2.6/ directory when you start it the first time.

If that doesn't work consider adding gimps program path to the gimp-2.0/bin folder to the environment variables.

If it still doesn't work, grab Partha.com Gimp-2.7 version of portable for your system (32 bit or 64 bit), and set that up.
That should work as it has GTK runtimes, and everything else needed to run Gimp portable by itself.
If that still doesn't fix your Gimp try installing it on another machine (if you have one).

Gimp portable should work for you off of a flash drive on your laptop though.

Hi Bspain08 You could try to go back to a previous image of Windows by doing a Sytem Restore
All Programs|Accessories|System Tools|System Restore|Next, select a restore point... If this works then almost certainly your problem is related to the plugin.
Ofnuts has helped someone else with a similar problem http://gimpforums.com/thread-error-file-mng-exe-has-stopped-working
Cheers
