A few ideas,
1. Update your Watcom driver.
2. With your tablet unplugged, try another install.
3. If that doesn't work, uninstall the tablet driver, reboot. Give Gimp 2.8 another go.
4. If #3 works reinstall the driver and see what happens.
Ooh-er, that's not as simple as I hoped... I haven't used my tablet in ages... the buttons on the pen are broken, because someone stood on it, so it's not much use any more.
I don't think Wacom actually support it any more, It was the Bamboo One which they discontinued some time in the distant past, so there's not likely to be a new driver.
Do you think an uninstall of the tablet might fix it? I don't plan on using it again, and if did I would buy a new one. you can buy tablets for less than the cost of a new pen.
