splash screen

Operating System: Windows
OS Version: vista-sp4
GIMP Experience: Basic Level

i can't get new splashes to work in 2.8 when i try to use another image for a splash it doesn't show up when i restart gimp what do i do?

oh and what happened to the portable version of gimp on Partha's website

yes but i don't see anymore the 64bit portable.

for the splash should be png and should be named exactly as the original splash
