Color Picker in 2.8

Thanks for the tip, saulgoode. I had no idea that Gimp's color picker worked on areas outside of gimp, like a webpage. I just tried it on a website and worked perfectly. :yes

I have kept the 3 window mode of gimp, it might be difficult for someone using single-window mode.

doesn't work for me in win7, tried it every which way, single window mode, 3 panel, website size adjusted so i can see both, only works with screeshots loaded into gimp

It does work for me in Linux. Just one more difference in the Windows/Linux versions.
