See Diego's comments. The portable version is designed to be self contained, OMG (i.e., it has it's own equivalent of the user's filter within it's own directory structure). And yes, many plugins and Script-fus will not work in GIMP 2.10x; just a sad fact. I can tell you that, in Windows anyway, Mathmap will not work (either in 32-bit or 64-bit portable). PSPI will work in 32-bit portable only (at least it can work in GIMP 2.10). Not sure why the developers eliminated 32-bit support, but that appears to be the case. Anyway, you are going to have to add one script-fu and plugin one at a time to see which ones work and which ones do not. Tedious process, but one that has to be done unfortunately. I still remember all the Script-fu compatibility issues that happened from previous GIMP upgrades so this issue isn't a new one; just the cost of upgrading. I can say each upgrade has been well worth it in the end.
