Straight forward compile here kubuntu 16.04 A
.configure then a
make Makes a single plugin, unsuprisingly named
freetype. If you did a
install then it will be in your user plugins folder or a
"root" install in
/usr/lib/gimp/2.0/plug-ins/ Interesting to use old applications (I still have Gimp 2.2 stuff in an archive) and Gimp plugins, but freetype was superceded by the much better Gimp text tool.

The on-canvas text tool is better again, more options to format. The option to use the Text editor is still there. Now includes the orientation toggles that you get with a right click in the on-canvas tool.
